Es geschieht mit schöner Regelmäßigkeit: wann immer irgendein Politiker verkündet, dass alle notwendigen Massnahmen ergriffen wurden, die Völker, die diese erleiden müssen zudem noch diese Kappen gewählt haben, dann weiß man an der Wall Street, dass hier das Ziel reif geschossen wurde. Nun kann man in aller Ruhe den nächsten Schritt vornehmen.
In schönstem Teamwork gingen Standard & Poors und Moody’s dabei vor. Für die Verfechter des Systems ist dies lediglich ein weiterer Beweis für die Funktionstüchtigkeit des Systems. Zwei verschiedene Agenturen, gleiche Einschätzung, wenn das kein Beleg für die Objektivität der Methodik.
Zunächst wurde die Beteiligung der privaten Banken und Versicherungen gekappt und mitten in diese Hilflosigkeit der nächste Stoss angebracht, man erklärt kurzerhand ein ganzes Land als Schrott.
Die Pappnasen, gemeinhin Politiker genannt, die willig das Spiel mitspielen, sind entsetzt, eine kleine Belohnung wäre doch drin gewesen für ihren vorauseilenden Gehorsam, sie sind beleidigt. Doch mal ehrlich, da werden 750 Milliarden bereit gestellt und dann wird sich gewundert, dass die auch abgeräumt werden. Na also so was!
Und jetzt sind halt die bösen –amerikanischen – Agenturen schuld.
Nur: darum geht es doch nun wirklich nicht. Sie sind beileibe kein Hort finstrer Verschwörung gegen unseren heiß diskutierten Euro, sie sind lediglich der sichtbarste Teil eines sich selbst bestätigenden Systems. Ob sie fortbestehen oder auch nicht, ob irgendein Hansel ein „europäisches Institut“ hervorzaubert, ist recht bedeutungslos.
Das Spiel mit den Erwartungen und deren Eintreten.
Werden an den Börsen ‚Erwartungen über Erwartungen’ gehandelt, dann muss man zusehen, wie man das „Nicht-Voraussagbare“ eintreten lassen kann. Und hier kommen die „Ratings“ ins Spiel. Aus den Informationen und der dem Analysten bekannten Erwartungen der Finanzmanager werden „objektive“ Lagen gezimmert. Ist es erst einmal so weit, dass man mit Hilfe der Einstufungen eine ganze Volkswirtschaft ins Kippen gebracht hat, braucht es nicht mehr viel Scharfsinn, voraus zu sagen, dass diese Länder wohl kaum noch in der Lage sein werden, den Schuldendienst zu bedienen. Na prima, so stellt sich die Objektivität dieser objektiven Vereinigungen her. Sie geben die Strategien vor und der Rest sieht zu, dass die Prognosen auch eintreten. Dabei bleibt immer ein Überraschungsmoment, das sich jeder Prognose entzieht. Analysten teilen ihr Dasein mit den Klatschreportern des Boulevards und eben dies ist ja auch ihre Funktion, was immer sie selbst von sich halten mögen.
Traurig ist nicht, dass die Spieler an die Alternativlosigkeit ihrer Strategien glauben, traurig ist, dass die Zuschauer sich nichts anderes als dieses Spiel mehr vorstellen können.
Dumm gelaufen
Die Damen und Herren von der Politik sitzen in der Klemme, denn erst haben sie behauptet, dass diese Agenturen ideal funktionieren, notwendig sind und die Korrektheit der kapitalistischen Lebenswelt darstellen, jetzt müssen sie entweder zugeben, dass da überhaupt nichts mit rechten Dingen zugeht oder sie zu den finsteren Gesellen der organisierten Kriminalität – auch Finanzkapitalismus genannt – zählen. Hilflos murmelt Schäuble davon, die Macht der Agenturen müsse man brechen. Na auf, Schäuble, frisch ans Werk! Aber nicht wieder einen tiefen Bückling vor Ackermann, gell?! Man fällt dabei leicht aus dem Stuhl. Frau Merkel versucht es mit ignorieren, das kann sie besonders gut, bevor sie dann zustimmt.
Es ist angerichtet, so eilet herbei, um zu speisen.
Der Angriff ist gut gewählt. In Griechenland führt kein Weg an der Umleitung der bewilligten Gelder in die privaten Kassen vorbei, und da das so gut funktioniert hat, fängt man an Portugal zu melken. Die Art des Vorgehens dieser Agenturen sichert, wer hier Gewinner und wer Verlierer ist und dies auf absehbare Zeit bleiben wird – es sei, die Völker überlegen sich das Ganze und ziehen einen radikalen Schnitt vor. Auch wenn Portugal wieder höher bewertet wird, höhere Zinslasten hat es auf jeden Fall abzustottern. Zudem hat man Bevölkerungen erzeugt, deren ganzes Streben dahin gehen muss, das nackte Überleben zu sichern. Der Teil, der noch in Lohn und Brot gehalten wird, ist so verschüchtert, dass er die Vorgaben als sein authentisches Inneres auszugeben bereit sein wird. Man nennt das auch die Sicherung von Herrschaft. Und wenn man einmal genauer hinschaut, dann bietet sich der Euro-Raum geradezu an, ausgenommen zu werden und auf den Trümmern die Fahne des Finanzkapitals zu hissen.
Die gesamte Konstruktion ist so angelegt, dass dem Kapital jede Möglichkeit offen steht, bestehende Herrschaftsverhältnisse gestärkt werden, kurz: es ist die schriftliche Kapitulation und die Überlassung der Mehrheit der Bevölkerungen zum freien Gebrauch:
Mittels Stabilitätspakt und Sicherung der Wettbewerbsfähigkeit kann jeder Haushalt ausgehebelt werden und der benötigte Druck ausgeübt, mittels Verbots von Transferleistungen ähnlich dem Länderausgleich der Bundesrepublik, der mit guten Gründen eingeführt wurde, wird verhindert, dass die bestehenden Ungleichgewichte, die ja eine wichtige Voraussetzung für die Manövrierfähigkeit des Kapitals sind, nivelliert werden.
Es sollte nicht weiter verwundern, dass diese Angriffe gefahren werden und dass sie jetzt unternommen werden. Das Regelwerk ist weitgehend abgeschlossen und die entsprechende Bürokratie aufgebaut, dieses auch umzusetzen. Es ist ein günstiger Zeitpunkt, die Herrschaft zu festigen. Die Spieler haben kaum Konsequenzen zu fürchten, weil ihr Werkzeug gut funktioniert und die Zuschauer auch noch Beifall klatschen.
Die sogenannten „Schuldenbremsen“ sind demokratisch legitimiert gar in Verfassungsrang gehoben, das ist mitnichten auf dem Mist der Rating-Agenturen gewachsen, genauso wenig die Unterordnung der Politik unter die Interessen der Rentiers . Wären die Agenturen morgen früh einfach verschwunden, würde sich nichts ändern an dem Verlauf der Geschichte.
Und: Deutschland steht vergleichsweise gut dar. Wenn damit gemeint ist, dass es von den Agenturen mittelfristig wenig zu befürchten hat, so ist das gewiss richtig, denn hier wird seit Schröder/Fischer wirklich alles daran gesetzt, der Musterschüler des Neoliberalismus zu sein. Man vergleiche nur den letzten Sozialbericht der UN, in dem der BRD ganz offiziell bescheinigt wird, sehr gute Fortschritte im Abbau sozialer Gleichheit zu machen. Die Frage ist nur: wie können wir dies Moody’s und S&P unterjubeln.
Die ganze Geschichte ist ein Scheingefecht, das belegen soll, es gebe handlungsfähige PolitikerInnen und eben ablenken. Man drischt auf die paar Hansel ein und dann geht man einen trinken.
Herr Ackermann übrigens ist gar nicht gegen die Einbeziehung des Privatsektors, nur halt unter seinen Bedingungen und da winkt eine Menge Geld, was immer auch irgendeine Agentur meint unbedingt vermelden zu müssen.
Warum gibt es neben diesen drei Rating-Agenturen nicht noch andere aus dem nicht-angelsächsischen Raum ?

Um Unabhängigkeit zu suggerieren ?

Und wer ist der “französische König” von S&P, Moodys und Fitch ?
