Häuser besetzen bleibt legitim und notwendig!
Am 2. Dezember 2011 jährt sich die polizeiliche Räumung des zuvor besetzten Casino-Gebäudes zum zweiten Mal. Wir wollen diesen Jahrestag zum Anlass nehmen, um uns mittels einer Demonstration mit den verschiedensten Versuchen Häuser zu besetzen solidarisch zu erklären und die Rolle von staatlicher Repression und Polizei zu kritisieren. Schließlich werden Besetzungen illegalisiert, und immer wieder gewaltsam geräumt und die Besetzer_innen kriminalisiert.
Besondere Aktualität gewinnt die Besetzungsthematik durch die kurzzeitige Besetzung der Schumannstraße 60 im Frankfurter Westend. Im Folgenden wollen wir kurz wiedergeben, worum es bei beiden Besetzungen ging was wir dabei und für richtig halten. Anschließend wollen wir dann noch ein paar Worte zur Kritik von Staat, Politik und Polizei in Kontext von Hausbesetzungen verlieren.
Am 30. November 2009 wurde das Casino auf dem Frankfurter IG-Farben-Campus von Studierenden im Anschluss an eine universitäre Vollversammlung besetzt. Dies geschah im Kontext der Bildungsproteste in Deutschland und Österreich gegen den Bologna-Prozess bei denen in beiden Ländern eine Vielzahl von Universitäts-Gebäuden besetzt wurden. Ziel war es – entgegen der immer deutlicher bemerkbaren Ausrichtung der Universitäten an ökonomische Interessen – Raum zu schaffen für die Selbstorganisation von Studierenden und sich Raum für kritische und selbstbestimmte Bildung zu nehmen, die im Zuge der Transformation der Hochschulen immer weniger oder gar keinen Platz im offiziellen Universitätsbetrieb zugesprochen bekommen. Ebenso sollte gegen die – nach wie vor vorangetriebene – Umstrukturierung und der damit einhergehende Entdemokratisierung der Hochschulen protestiert werden.
Schon am 2. Dezember 2009 wurde das Gebäude nach weniger als einer Woche von der Polizei umstellt und geräumt, wobei über 100 Menschen festgenommen wurden und äußerst rabiat gegen die vor dem Gebäude Protestierenden vorgegangen wurde. Im Anschluss daran fanden mehrere Demonstrationen aus Protest gegen die Räumung selbst und die Umstrukturierung der Hochschule statt, jeweils mit über 1000 Teilnehmer_innen – zuletzt genau ein Jahr nach der Räumung am 2. Dezember 2010 unter dem Motto „Danke für die warmen Worte. Nichts hat sich geändert.“. Mittlerweile ist die Situation an den Hochschulen offensichtlich noch einmal schlimmer geworden, der Bologna-Prozess wird nach wie vor vorangetrieben, am Bachelor-Master-System hat sich rein gar nichts geändert und die Hochschulen sind im Zuge der G8-Reform der Schulen völlig überlaufen.
Ebenfalls im Anschluss an eine studentische Vollversammlung wurde am 20. Oktober dieses Jahr ein ehemaliges Universitätsgebäude in der Schumannstraße 60 besetzt. Grund für die Besetzung war nicht die Situation an den Hochschulen, sondern die katastrophale Wohnsituation, die sich gerade zu Semesterbeginn – wenn besonders viele Studierende auf Wohnungssuche sind – besonders deutlich zeigt. Der Mangel an bezahlbarem und annehmbarem Wohnraum ist jedoch offensichtlich ein Problem, dass nicht nur Studierende, sondern einen großen Teil der Menschen in dieser Gesellschaft betrifft, seien es Auszubildende, Arbeitslose mit oder ohne HartzIV, Migrant_innen, Arbeiter_innen, das sogenannte Prekariat oder sonst wer. Dabei wird niemand allen Ernstes die Wichtigkeit einer angenehmen Wohnung – was auch immer der einzelne sich konkret darunter vorstellen mag – für ein gutes Leben bestreiten wollen. Trotzdem wird Wohnraum immer teurer, halbwegs günstige Wohnungen gibt es dank diverser Stadtumstrukturierungsmaßnahmen praktisch nur noch in schäbigen Bruchbuden oder in den Vorstädten. Das gleichzeitig jede Menge Häuser leer stehen zeigt, wie idiotisch die Art und Weise ist, mit der Wohlstand und Eigentum in dieser Gesellschaft verteilt werden.
Die polizeiliche Räumung mit anschließenden Festnahmen und rigidem Vorgehen – inklusive Schlagstockeinsätzen – sowohl gegen die Besetzer_innen im Haus als auch gegen die vor dem Haus gegen die Räumung Protestierenden, ging diesmal schon am selben Abend von statten. Die rechtliche Grundlage der Räumung waren Strafanzeigen wegen Hausfriedensbruchs durch das Hessische Immobilienmanagement (HI), die nun gegen die ca. 80 Besetzer_innen im Raum stehen. Nachdem die HI bei einem spontanen Besuch in ihrer Geschäftsstelle aufgefordert wurde die Anzeigen zurück zu nehmen, kam es zu einem Gespräch zwischen der HI, dem Asta der Goethe-Uni, der Initiative „Wohnraum für alle“ und der Gruppe „Schlaflos in Frankfurt“. Dabei knüpfte die HI – stellvertretend für die hessische Landesregierung – die Rücknahme an die Bedingung, dass die Anwesenden Gruppen erklären sollten, Besetzungen in Zukunft als Mittel der politischen Auseinandersetzung abzulehnen und in ihre Zusammenhänge hineinzuwirken, um eventuelle zukünftige Besetzungen zu verhindern. Wir bleiben dabei: Besetzungen bleiben legitim und notwendig! Neben dem Ausdruck unserer Solidarität fordern wir mit der Demonstration die bedingungslose Rücknahme der Strafanzeigen!
Die Beweggründe für diese beiden Besetzungen sind offensichtlich unterschiedlich, aber die Aktionen haben auch ihre Gemeinsamkeit: Die Absicht der beteiligten Besetzer_innen, sich selbst zu organisieren und sich Raum anzueignen, entweder um auf gesellschaftliche Problematiken aufmerksam zu machen oder um die eigene Situation in dieser Gesellschaft tatsächlich zu verbessern. Wir solidarisieren uns mit Besetzungen, egal ob diese Raum zum Wohnen, für alternative Wohnformen, zur Selbstorganisation, für selbstbestimmte Bildung und kritisches Denken oder für autonome Kunst- und Kulturprojekte schaffen wollen. Wir hoffen dass es in naher Zukunft noch viele weitere Besetzungen geben wird – nicht nur in Frankfurt!
Leider ist auch klar, dass es sich bei Besetzungen in der Regel und in den aktuellen Kräfteverhältnisse um eher kurzfristige Projekte handelt. Einfach weil staatliche Politik auf eine funktionierende Wirtschaft angewiesen ist, um selbst zahlungsfähig und damit handlungsfähig zu bleiben. Allein deshalb muss der Staat das Eigentum in seiner jetzigen Form schützen, auch wenn es dann im konkreten Fall ungenutzt vor sich hin rottet. Besetzungen sind nicht als guter Ratschlag an die Regierung zu verstehen. Sie richten sich direkt gegen die aktuellen Eigentumsverhältnisse, deren Bewahrung Aufgabe staatlicher Politik ist: Diese kann niemals allen Ernstes solidarisch mit unseren Aktionen sein, Besetzungen müssen gegen diese durchgesetzt werden.
Für gewöhnlich werden Besetzungen von staatlicher Seite aus als eine reine Polizeiangelegenheit angesehen. Besetzungen werden – im Normallfall – mit einer polizeilichen Räumung beantwortet. Die Polizei hat grundsätzlich in ihrem Vorgehen, sei es bei Besetzungen, sei es bei mit diesen solidarischen Demonstrationen und anderen Aktionen, durchaus gewisse Handlungs- und Ermessensspielräume. Sie muss selbst entscheiden, ob eine Räumung im Rahmen ihrer aktuellen Möglichkeiten liegt oder nicht. Sie hat die Wahl „deeskalierend“ vorzugehen oder aber Schlagstock, Pfefferspray und Massenverhaftungen als ihr Mittel zu wählen. Dass sie sich meist für letzteres entscheidet, liegt daran, dass sie Teil des Staates ist, von politischen Entscheidungen beeinflusst wird, selbst aber auch genauso politischer Akteur mit eigenen Interessen ist. Von daher ist es auch nicht verwunderlich, wenn sie Besetzer_innen immer wieder aus den Häusern herauswirft. Die Polizei ist keine neutrale Instanz, die irgendwie bei den vergangenen Räumungen Mist gebaut oder überreagiert hat. Sie ist die Instanz, die die bestehenden Verhältnisse mit allerlei fiesen Waffen in der Hand verteidigt. Das ist – unter anderem – der Sinn und Zweck der Polizei.
