Offener Brief an Ministerpräsidenten Volker Bouffier und den stellvertretenden Ministerpräsidenten Tarek Al-Wazir anlässlich der Verleihung der Wilhelm-Leuschner-Medaille an Roland Koch
Sehr geehrter Ministerpräsident Bouffier,
sehr geehrter stellvertretender Ministerpräsident Al Wazir,
wir, die Vorsitzenden der unterzeichnenden Gewerkschaften im Deutschen Gewerkschaftsbund Hessen-Thüringen, sind empört darüber, dass Sie Roland Koch mit der Wilhelm-Leuschner-Medaille auszeichnen wollen. Wir können keineswegs die Auffassung teilen, Roland Koch habe sich diese höchste Ehrung des Landes Hessen verdient.
Wilhelm Leuschner wurde, wie viele andere Gewerkschafterinnen und Gewerkschafter, im Zuge der Zerschlagung der Gewerkschaften am 2. Mai 1933 von den Nationalsozialisten erstmals verhaftet. Nach seiner Entlassung engagierte er sich im Widerstand gegen die nationalsozialistische Diktatur. Im Zusammenhang mit dem Attentat des 20. Juli 1944 wurde er erneut verhaftet und am 29. September 1944 in Berlin-Plötzensee hingerichtet. Sein Name ist für uns Gewerkschafterinnen und Gewerkschafter untrennbar mit dieser Biographie und der Überwindung des Nationalsozialismus nach 1945 verbunden. Entsprechend dieser Biographie zählen unter anderem Ignatz Bubis, Otto Brenner, Robert Kempner, Eugen Kogon und Martin Niemöller zu denen, denen die Medaille in der Vergangenheit überreicht wurde. Sie und viele andere stehen für den Widerstand gegen den Nationalsozialismus, für seine Aufarbeitung und für die Wiederaufbau einer lebendigen Demokratie nach 1945.
Roland Kochs Name dagegen erinnert uns an die Zerschlagung der Tarifgemeinschaft der Länder, an ein beispielloses Sozialabbau-Programm und an seine schmutzige rassistische Unterschriftenkampagne im Landtagswahlkampf 1999.
Diese Unterschriftenaktion richtete sich gegen die doppelte Staatsbürgerschaft für Menschen, die nach Deutschland eingewandert sind, also gegen eine damals längst überfällige Form der Integration. Auch CDU-Mitglieder kritisierten seinerzeit die Aktion als populistisch und unverantwortlich. In ihrem Windschatten führte die NPD ebenfalls eine Unterschriftenaktion gegen die doppelte Staatsangehörigkeit durch und entlarvte damit ungewollt den ideologischen Hintergrund des Landtagswahlkampfes der CDU.
Eine Politik wie diese ist für uns unvereinbar mit einer Auszeichnung, die den ehrbaren Namen Wilhelm Leuschners trägt. Wenn rassistisches Handeln Jahrzehnte später mit einer Auszeichnung der antifaschistischen und widerständigen Traditionen im Sinne Leuschners gekrönt werden soll, dann ist das ein Schlag in die Gesichter all jener, die sich aufrecht gegen soziale Ungerechtigkeit und gegen Rassismus in unserer Gesellschaft engagieren.
Roland Kochs Name ist darüber hinaus untrennbar mit einer beispiellosen Politik des sozialen Kahlschlags und der sozialen Ungerechtigkeit in Hessen verbunden. Mit der zynisch als „Operation sichere Zukunft“ bezeichneten Politik ließ er vielen Einrichtungen, die sich um benachteiligte Menschen kümmern und ihnen in Notlagen helfen, die Landeszuschüsse streichen oder erheblich kürzen.
Nicht zuletzt war Roland Koch auch derjenige, der maßgeblich die Zerschlagung des einheitlichen Tarifrechts des Öffentlichen Dienstes der Länder betrieb. Den Beamtinnen und Beamten des Landes Hessen wurde mit 42 Stunden die längste Wochenarbeitszeit der neueren Geschichte der Bundesrepublik aufgebürdet, ihre Bezüge erheblich gekürzt.
Angesichts der Lebensleistung Wilhelm Leuschners können wir nicht erkennen, warum die höchste Auszeichnung des Landes Hessen, die in ehrender Erinnerung an diesen antifaschistischen Widerstandskämpfer vergeben wird, an Roland Koch gehen soll. Mit dieser Verleihung verletzt die Hessische Landesregierung aus unserer Sicht die Ehre und Würde Wilhelm Leuschners. Zumindest nimmt sie diese Ehrverletzung billigend in Kauf.
